Article IX. House of Delegates
Section 1. The District House of Delegates shall be held at a time and place as designated in the official program. Two-thirds (2/3) of the selected representatives present at the convention shall constitute a quorum. The quorum must be representative of at least one third (1/3) of the total chapters in the district.

Section 2. Chapters are allowed two (2) voting delegates in the House of Delegates, as documented by a Delegate Certification Form.

Section 3. Delegates-at-large will include all elected officers of the District Board for both the current and following year. Delegates-at-large are separate from delegates who represent their home chapters.

Section 4. Voting delegates and delegates-at-large will be seated in a restricted section. All others present will be accommodated in a designated gallery section and may not participate in the session without the permission of the House of Delegates.

Section 5. The District Administrator, Assistant District Administrators, and the International Representative shall be non-voting members of the House of Delegates.

Section 7. Debate shall be limited to 15 minutes per issue. One cannot call to question until the ten-minute mark has been reached or unless there are no more speakers at the microphones.
