Article IV. District Officers
Section 1 – The District Board of Officers shall be the Governor, Secretary, Treasurer, Editor, Lieutenant Governors for each division, Immediate Past Governor, and District Committee Chairs.

Section 2 – The voting members of the District Board shall be the Governor, Secretary, Treasurer, Editor, and Lieutenant Governors for each division. The chair shall be the Governor or their designee and shall not be considered a voting member on matters unless a tie occurs after voting.

Section 3 – The Executive Staff of the Texas-Oklahoma District shall be composed of the Governor, Secretary, Treasurer, and Editor.

Section 4 – The staff shall be elected at the annual district convention. Each club in good standing, as defined by the Bylaws of CKI, shall be entitled to 2 voting delegates. If a quorum is not achieved, the procedures for filling a vacancy between conventions as outlined in Article VIII shall be followed.

Section 5 – Lieutenant Governors shall be elected at the division’s Spring Rally held in the spring semester prior to the annual district convention. A quorum (1/2 of the active clubs) of the division’s active CKI clubs must have at least one voting representative in good standing with CKI in attendance.

Section 6 – In addition to the officers listed above, the District Governor, with the approval of the executive staff, may appoint the following non-voting chairs to the District Board:

District Events Committee
Membership Development and Education Committee
Public Relations and Marketing Committee
Laws and Regulations Committee
Kiwanis Family Relations Committee
Long Range Planning Committee
And any other chairs as deemed necessary by the T-O District Board
Section 7 – All officers shall assume their official duties as outlined in the Circle K International Bylaws.

Section 8 – A district officer may be removed from office for just cause by a vote of two-thirds (2/3) of all the voting members of the District Board, duly elected and serving at the time. Whenever there appears to be sufficient cause for such action, the District Administrator shall give said officer immediate notice of the scheduled meeting of the District Board of Officers. Consideration shall be given to the facts and the reasons why the office should be declared vacant. The officer shall be afforded the opportunity at that meeting to explain or refute the allegations. In the event that the District Board of officers shall find the alleged facts to be true, by a vote of two-thirds (2/3), the voting members of the District Board shall have the power to declare such office vacant, and the vacancy will be filled in accordance with the provisions outlined in Article VIII, Section 3 of these bylaws. The District Board member in question shall not be able to vote on their own removal. The individual who brings forward the motion will also not be able to vote on that board member's removal.

An elected district officer may not be appointed to fill a vacancy for either an elected international office or an elected club office in addition to their district office.
