Section 1. Alcohol and Drug Policy
General Policies & Policy for Chapter Events
Tavern shall be defined as an establishment generating more than half of annual gross sales from alcohol.
An “Event Facility” shall be defined as any establishment that is the physical location of the event, including, but not limited to, University Campuses, Camps, Hotels and Social Clubs.
The possession, use and/or consumption of alcoholic beverages must comply with any and all applicable laws and regulations of the States of Texas or Oklahoma (dependent upon the location of the chapter), county, city and university.
No alcoholic beverages may be purchased through the club treasury, nor may the purchase of same for members or guests be undertaken or coordinated by any member in the name of or on behalf of the chapter. The purchase and/or use of a bulk quantity of such alcoholic beverage, i.e. kegs, is prohibited.
No chapter member or any other individual(s), collectively or individually, shall purchase for, serve to, or sell alcoholic beverages to any minor.
The possession, sale and/or use of any illegal drugs or controlled substances at any chapter event, sponsored event or at any event that an observer would associate with Circle K, is strictly prohibited.
The possession, sale and/or use of any illegal drugs or controlled substances by any member is strictly prohibited.
No club may co‐sponsor an event with an alcohol distributor or tavern where alcohol is given away, sold or otherwise provided to those present.
No club may co‐sponsor or co‐finance a function where alcohol is purchased by any of the host chapters, groups, or organizations.
All recruitment activities associated with any club will have no alcohol present.
No member shall permit, tolerate, encourage or participate in ʺdrinking gamesʺ.
No alcohol shall be present at any new member or preliminary member program or activity of the club.
In no case may alcohol be stored or consumed on any university property, outside of that university’s policies.
Events that have alcohol must provide alternative beverages, food and an appropriate means of safe travel for participants.
The Texas-Oklahoma District of Circle K International, and/or any of its clubs, divisions or associations, may at no time be considered the holder of a liquor license.
The Texas-Oklahoma District of Circle K International, with assistance from the Texas-Oklahoma District of Kiwanis International, will conduct a seminar on responsible alcohol use and the risk involved with hosting an event involving alcohol each Spring for the benefit of Club Officers and District Leaders.
Any Club hosting an event with alcohol present acknowledges the inherent risks and understands that the Texas-Oklahoma District of Circle K International holds no risk implied, assumed or otherwise inferred that would place any of the liability of a club function on the District.
Visiting Circle K Members at another club’s event must adhere to the policy of the host club.
This policy does not preclude an individual club from establishing a stricter policy if the members of that club vote to do so.
Section 2. District-Sponsored Event Policy
All policies on the possession, consumption and distribution of alcoholic beverages at the Event Facility will be strictly adhered to at all times.
Wristbands for attendees of legal age that wish to consume alcoholic beverages at district events must be issued by Sergeant-at-Arms at Registration and properly worn by guests that consume or possess alcoholic beverages.
As is required by state law, members will not be allowed to become intoxicated at district events. Member or attendees that approach a state of intoxication will not be able to consume or possess any more alcoholic beverages at the event.
Members will not be allowed to consume alcohol during regularly scheduled events including, but not limited to, House of Delegates, Caucusing, Forums, Opening sessions, and awards banquets.
Attendees in possession of or observed consuming alcoholic beverages that are under the age of twenty-one will be referred to the local Police Department in all circumstances for appropriate citation or arrest, upon investigation by the District Governor and Administrator.
In the event of an alcohol related violation during an event, the Sergeant-at-Arms will notify the District Governor and Administrator immediately, disclosing any information he/she has gathered and making a recommendation of action to assist in a fair and just determination of consequences by the District Governor and Administrators.
Any attendees acknowledge the inherent risks and understands that the Texas-Oklahoma District of Circle K International holds no risk implied, assumed or otherwise inferred that would place any of the liability on the District.
The District Governor and Administrator have final determination for enforcement of the Alcohol Policy at District Events.
Section 3. Kiwanis-Sponsored Event Policy
Circle K members will not be allowed to become intoxicated at Texas-Oklahoma Kiwanis-sponsored events. Members that approach a state of intoxication will not be able to consume or possess any more alcoholic beverages at the event.
The Alcohol Policy of the sponsoring Kiwanis Family Organization shall set any further policies for any questions regarding the possession or consumption of alcoholic beverages at Kiwanis Organization sponsored events.
Section 4. Harassment and Hazing
The Harassment and Hazing Policy of the Texas-Oklahoma District shall coincide with the International Policy Code, Section H.
All consequences for harassment and hazing shall coincide with the International Policy Code.
